Company Description

Our firm was originally formed in 1968 by Mr. Howard Anderson. Anderson & Associates had its office in Ellensburg, Washington and served the Columbia Basin with surveying and engineering services. In 1975 Fred Skinner purchased the firm from Mr. Anderson. Mr. Skinner had been the principal design engineer and survey engineer with Howard R. Anderson & Associates, serving as a project engineer since 1970.

Until June of 1978, the firm was operated as F. C. Skinner Engineering. During that time branch offices were opened up in Moses Lake and Kennewick. The firm continued to cover a wide range of engineering fields and specialized services, including highway and street designs, sewer & drainage analysis and design, hydraulic analysis and design, water supply system design, tramway engineering and related survey work.

In 1978 the firm name changed from F. C. Skinner Engineering to Western Pacific Engineering, Inc. The Western Pacific Engineering, Inc. office is located in Moses Lake, Washington. A close professional association is maintained with several other firms throughout Washington, Idaho, and Oregon. In the fall of 1998, Western Pacific Engineering, Inc. acquired Boundary Engineering, Inc., another civil engineering and land surveying firm that has served the Columbia Basin for over twenty years.

In 2007, Western Pacific Engineering was purchased by Rick Skinner, Nathan Nofziger & Kevin Richards and named Western Pacific Engineering & Survey, Inc. Mr. Richards is the president and senior project manager for the firm. Mr. Rick Skinner is the lead surveyor and Mr. Nofziger the lead design engineer. Mr. Fred Skinner provides both professional civil engineering and surveying services, as well.

Since taking ownership, the firm has participated in larger projects due to the rapid expansion of the Columbia Basin industrial areas. Noteworthy are the SGL Automotive Carbon Fiber Plant, Dell & Yahoo Data Centers, several Master Planned Resorts, and many others.
